It has the footnote "N.B. The Postmaster will keep....further supply of these Covers, which are only to be used for Registered Letters sent by the Cross Posts", all of which suggests that this 1840/41 wrapper (an Essay/Proof??) was based on the existing Prestamp White/Blue wrappers for Money Letters.
