667 LETTER TO UK - PREPAID AT THE 371⁄2c VIA ALLAN LINE TRIPLE RATE - CHARGED POSTAGE DUE ON ARRIVAL:1860 (24 July) A large env (torn and the reverse badly reconstructed) from Ingersole to Mere, Wiltshire bearing 121⁄2c deep green x 3 to prepay the 371⁄2c rate tied by "17" in concentric circles, m/s "over 1oz More to pay" with "9d" alongside (6d underpaid plus 3d half fine) which has been crossed through and m/s "1/-" (double underpayment fine) substituted at Liverpool. At lower left is a "I B/LIVERPOOL/COL PACKET" c.d.s cancelled with two strikes of Liverpool "466" numeral, another strike (uncancelled) of the packet letter c.d.s. is struck on reverse. It is interesting to note that although the Canadian regulations allowed for a triple rate for 1oz to 11⁄2oz, British rules only permitted a triple rate after 1st January 1866.Thus the reason for changing the fine on arrival.
