| 719 | THE 3rd & PIVOTAL ROBERT WALLACE "SELECT COMMITTEE ON POSTAGE" REPORT THAT PAVED THE WAY FOR CHEAP POSTAGE; 14 Aug. 1838 172-page Original "REPORT FROM THE SELECT COMMITTEE ON POSTAGE" [+ Abstract of Evidence & Appendices; lacks maps - minor toning at top of first few pages, otherwise very fine), which was the final Report of the Wallace Committee and the one that concluded (vitally for the Postal reform Campaign and only thanks to the casting vote of Wallace as Chairman) that "A low and uniform rate of postage" (actually proposed at 2d for the first prepaid half ounce and 1d for each additional half ounce!) be introduced as soon as possible. This was the publication that directly led to the start of Cheap Postage and the Introduction of the Penny Black.
