The rate was 1s-21⁄2d at this date, but there was no 1⁄2d stamp stamp available until 1870, so it seems that the sender applied the 1/- and 2d stamps and then went to the P.O. to pay the final 1⁄2d in cash...however, the partial prepayment in cash was not allowed, so - after the first two stamps had been cancelled with the "95" numeral - a further 1d Red was applied and cancelled with the "95" numeral (struck at a very different angle but undoubtedly tying the stamp which overlaps the 2d Blue). One speculates that there was quite a lengthy discussion in Cappoquin Post Office before this final 1d stamp was applied; the rules were crazy, and noone can have enjoyed wasting the extra 1⁄2d!! | 1431 | UNRECORDED "B61" CUNARD S.S. 'CHINA' MAILBOAT CANCEL ON 6d OFFICER's RATE COVER TO G.B.; Remarkable May/June 1867 env. (some whitening of the blue paper) addressed to "Rev. J. B. Wells, Portlemouth Rectory, Kingsbridge, Devon, England" (so clearly written from overseas) franked by a vertical Strip of Three Pl.8 2d Blues tied by light but recognisable "B61" numerals, having only a mostly fine 2 June 1867 "KINGSBRIDGE" arrival backstamps and no other postal marks; the rate is the special Naval Officer's 6d rate. Robert had attributed this cancellation to Hong Kong ("B62") but careful examination of the cancel on the central stamp shows that the numeral is actually "B61" which is even rarer; according to Parmenter ("G.B. Used Abroad", p.337) the "B61" numeral was issued on 13 Mar. 1862 for the "Marine Service; handed to Mr. Casson for service on board the [Cunard S.S.] 'China', North Atlantic Mail Receiver". He only records it on loose stamp; no covers have previously been recorded. Hubbard & Winter ("N. Atlantic Sailings", p.55) note that the Cunarder S.S. 'China' sailed from Boston on 22 May 1867 and reached Queenstown on 31 May 1867; this is entirely consistent with this letter reaching Devon on 2 June 1867. So this is the first recorded example of the British "B61" Mailboat Cancellation on cover, and as such is a Highly Important addition to the record.
