Rare and Fine First Day Cover. Photo £300
2681 VERY RARE 'COLONIAL PENNY POSTAGE' PAMPHLET: 1853 Printed pamphlet (110mm. x 172mm.; title page fault affects 2 letters of title wording but with printing in black & red) arguing that mere 'Ocean Penny Postage' (Elihu Burritt's great aim) would not be enough and that the 1d rate (per ½ oz.) should be extended to cover all British Colonies around the world. Refers to Rowland Hill's methods and recounts some iniquities of then current overseas postal rates. In the end it took until 1898 before 'Imperial Penny Postage' was introduced so this rare campaigning item was well ahead of its time! We have recorded only one other example of this little known pamphlet which is a direct descendant of Rowland Hill's 1837 'POST OFFICE REFORM' pamphlet. PHOTO - see plate no. £120
