1401 RARE "WATERLOO SUBSCRIPTION" MARK ON LOCAL LONDON MAIL & SO PREPAID & NOT SENT FREE; 19 June 1816 EL (small stain on front clear of marks) addressed to a Lieut. of the "1st Life Guards", sent locally to Horse Guards in London, having a partly fine strike of the rare black "WATERLOO/SUBSCRIPTION" mark (few known; usually associated wih Free Mail, but the relevant privilege surprisingly did not extend to Local Posts) beside a fine red "Lombard St/1 py P. Paid" mark. The printed contents advise the addressee that he has been awarded an initial testimonial of £40 (and that more was to come), being proof of the "gratitude of your Countrymen, and of their admiration of British valor so emninently displayed in the late ever-memorable Campaign", because of his having been "wounded while contributing to the recent glorious Victories". 1405 ORIGINAL LETTER EX "THE NEWSPAPER STAMP ABOLITION COMMITTEE"; 16 Oct. 1850 5‡-page letter (no wrapper) from the Secretary of this Commitee (at 15 Essex St., Strand) to the Postmaster General, memorialising him in their capacity as "a body of refomers", complaining about the iniquitous sytem for other publicaions (not charged Newspaper Tax) to travel free of postage as well as taxed Newspapers. The writer's stated object is to persuade the P.O. "to draw up a plan for the extension of the principal of cheap postage to all printed papers." Long and detailed statement of the Reformers' beliefs. Apparently the Committee's retained copy of this important letter. Postal Reform was still a live issue in the 1850s. It was not until 1855 that the system was reformed. £100
