McLean" and drawn by John Doyle (signed by him "HB"), being a political satire of Lord Palmerston (as Britannia!) in the "FOREIGN OFFICE" sending "WAR" to the Orient (c.f. the 1st Opium War in China at this date), etc. Daniel O'Connell & the Duke of Wellington are depicted cheering, while Lord Monteagle & Sir. T. Baring worry! There is even a printed address; "To Mr. John Bull, &c, &c." The aim was to disconcert those who approved of Penny Postage.
