MALTA
1813 THE UNIQUE "£11-10-0" PACKET LETTER WITH CURVED "MALTA" MARK & WAX LAZARETTO SEAL; Extraordinary Nov. 1837 large part brown paper wrapper addressed to London with a partly fine curved-frame "MALTA" mark at top left, endosed "23 Oz" at top left and so charged "£11:10:0" being 92 times the 2s-6d "oz Malta-to-G.B. Packet Letter rate!!! This is by far the Highest Recorded Prestamp Postal Rate from Malta. There is also a 75% complete fine red was "[OPE]NED & RESEALED/[AT THE LAZARETT]O OF MALTA" on the flap. On arrival in London the addressee clearly was shocked at this postal charge and the flap is boldly endorsed "Refus[ed]"! Recent research has shown that this wrapper almost certainly enclosed a Printed Book/Pamphlet and was therefore chargeable under the new (Nov.1837) reduced (10%) Packet Letter rates for such material. [See enclosed p.copy of p.209 from David Robinson's "Port & Carriage of Letters"]. The P.O. clearly reconsidered the charge and the wrapper is endorsed "Allowed 5 Decr. 1837 J. Brodie" and "for 23/-", which is the correct 10% Packet Letter rate for Printed Matter. Not only is this the Highest Recorded Prestamp Postal rate for Malta or G.B., it is also the only recorded example of the 1837-9 10% Printed matter rate (no other example of this 10% packet Rate has yet been recorded from any British Colony).
