376 EARLY RESTORATION "FOR HIS MATIE'S ESPECIALL SERVICE" LETTER SENT PREPAID BY POST DURING THE SUSPENSION OF FREE MAIL; 16th Oct. 1661 EL from the "Com[it]te for Disbanding the Army" [in London], addressed "For the High Sheriff of the County of Derby, These" and endorsed "For his Matie's especiall service". It is igned by "[The Duke of] Albermarle" (George Monk, King Charles II's right-hand man, largely responsible for the King's Restoration in June 1661), "Wm. Prynne" and "Rob Scawen" - three of the most powerful men in the land at this date - but endorsed "Pd" in a different ink and hand to that of the address. There seems to have been no Government Franking of mail after the Restoration until May 1661. Good letter instructing the Sheriff to hold the funds, that he had raised from the Pole-tax to help disband the Forces, until further instructions were sent. 377 RARE ABUSE OF PRIVILEGE "FREE" LETTER SENT FROM SCOTLAND TO "LORD WELLINGTON's ARMY, PORTUGAL", VIA THE P.M.G. HIMSELF; 12th/18th July 1811 EL from "Len[nox]love" (the mansion near Haddington in Scotland; from the addressee's mother) addressed to "Lt. Coll. The Lord Blantyre, 42nd Regt. of Royal Highlanders with Lord Wellington's Army, Portugal". Sent under cover to the Earl of Sandwich, the Postmaster General (P.S. reads; "...Wm. offered to inclose it & this to Ld. Sandwich"), who has obligingly but illegally signed it "Sandwich" on the front - he was one of very few people who could frank mail to Portugal - and there is a fine red crowned London "FREE" c.d.s. on the front, with a near fine red "FOREIGN" c.d.s. on the top flap. Exceptional Overseas Free Frank, and a rare example of the abuse of privilege at the very highest level! 378 RARE FREE FRANKED COVER FROM SENIOR BRITISH POLITICIAN SENT TO CANADA; 26th Dec. 1836 env. (flap lost but with contents signed by the Under-Secretary of State, Fox Maule, 1801-74) franked by Maule from "London" with mostly very fine 2-ring red crowned London "FREE" c.d.s. on the front, and addressed to "H.W. Ryland Esqr., Quebec, L[ower]. Canada" (the noted Canadian Statesman, Herman Witsius Ryland, 1760-1838), but apparently intended for his son; relating to prospects for using influence to obtain Canadian State appointments. Noted as "Recd. 14 Jany. 1837". Very few Transatlantic Free Franks have been recorded. PHOTO - plate no 4T. £150
379 "IMPOSSIBLE" 1841-DATED "O"-CODE LONDON FREE DATESTAMP SIGNED BY THE SON OF THE LATE P.M.G.; 22nd April 1841 free front from "London" to Carmarthen (from the "Lady Wlliams find") most significantly signed "H. Chichester" (the 2nd Earl, 1804-86, and the son of the famous Postmaster General, the 2nd Earl, 1786-1826, who had been PMG 1807-26), having a very fine orange-red crowned 2-ring "FREE/22AP22/1841/O" datestamp. This mark (with its distinctive frame-breaks) is now known to have been used posthumously during the early 1840s, to enhance the autograph collections of various influential people with connections to past PMG's. 380 OFFICIAL PRINTED P.O. "DEAD LETTER INSTRUCTIONS" NOTICE WITH RED STRIKES OF LONDON's "HOLLOW STAR" & "CROWN" MARKS; Very fine Aug. 1833 double-sheet Notice (2x9x14 ins.) "No.15" giving detailed instructions on how the P.O. treated "MISENT AND RE-DIRECTED LETTERS", plus "DEAD LETTERS" and "OVER-CHARGES AND ALLOWANCES" (much detail about disallowed "FREE" mail); either side of para.22 (under the third heading) are very fine strikes in red of the London "hollow star" mark (often found on letters that appeared at first glance to be entitled to Free privlege but which were not and so were charged) and the matching red "Crown" Inspector's Mark (used on letters where the original charges were altered in transit in London). Very rare thus; very few Prestamp P.O. Notices have actual strikes of handstamps. This is the only example of this Notice that we can recall having seen. PHOTO PLATE IBC £150

Stewart & W.H. Lizars) of Balmoral Castle and the river, but there is also a fancy floral frame round two sides of the page printed in gold with birds, etc. One of the fanciest pictorial letter-sheets of the Victorian period that we have seen. 387 LETTER ADDRESSED TO QUEEN VICTORIA HERSELF, FROM INDIA, WITH POSTAGE DUE CANCELLED BY THE VERY RARE SPECIAL-PURPOSES TINY CROWNED "PAID" C.D.S.; 19th July 1858 EL (internal faults and part flap lost but still very attractive) from "Bombay" (part c.d.s. on cut flap) addressed "To Her Most Gracious Majesty Queen Victoria, London" and endorsed "Stamped" but actually unpaid and so having two very fine boxed "INDIA UNPAID" marks on the front with a "2/-" postal rate. On arrival in London the addressee was noted, and it was treated (rightly) as a Petition to the Monarch which was one of the few categories of Royal Mail which was Free at this date. (few examples known; only used for special mail such as Royal Petitions) nicely placed on the front, and the "2/-" charge has been crossed through. WITH "RETURNED/For/POSTAGE" MARK, ETC.; Unusual 14th/17th Dec. 1839 EL (minor wear to folds) from Birmingham (fair overstruck "PAID AT" mark and c.d.s.'s of both 14th & 17th Dec.) to "Boston, America" endorsed "via Liverpool"; initially the letter was posted unpaid but this was contrary to regulations for mail to the States at this date, so there is a mostly very fine London "RETIRNED/For [1/-]/POSTAGE" mark (light crease) on the front, and - after return to Birmingham and prepayment - a fine red "SHIP LETTER/LIVERPOOL" c.d.s. (18th Dec.) was applied. There is a fine red 1st Feb. 1840 "NEW-YORK/SHIP" transit mark and "20‡" arrival charge on the front. Rare thus; the only "Returned For Postage" cover of the 4d-Post Period that we can recall having seen and a rare outgoing Transatlantic cover from this period. PHOTO - plate no 4T. £150

Collins at Sittingbourne, These." and endorsed "post pd." at lower left. Rare example of a prepaid letter from the Cromwellian Commonwealth Period; the postal rate was 2d for this 40-mile ("below 80 miles") journey at this date. 392 THE RARE LONDON FOREIGN BRANCH DOTTE-D FRAME "Oz at 12/- per Oz" MARK ON COVER FROM MEXICO; 5th Mar. 1830 EL from "Mexico" to London with a mostly fine red "FRANCO HAS/TA EL PIERTO" mark on the front as well as a very fine dotted-frame "Oz at 12s/- per Oz" mark (one of the rarest "Oz" marks of all) endorsed "2‡" and so charged the very high rate of "£1-10-0" (10 times the 2s-1d Packet rate + the reduced 11d rate from Falmouth to London). ** 395 EARLY DOCUMENT IN LETTER-FORM - SIGNED BY THE FUTURE POSTMASTER OF THE TOWN, ETC.; Unusual and fine 8th Mar. 1631 2-sheet folio manuscript "Certificate", written in letter-form (no address wrapper) and so addressed "To the worpll Anthonie Hutton of Penreth Esquier be these d[elivere]d."; signed by the Mayor "William Barwick" and four others, including "Jo. Pattinson" who is believed to be the same Pattinson who became Postmaster of Carlisle from 1660 to 1667. The document witnesses the sight of papers proving the ownership of a house in the town. £100

IN LONDON; 21st Nov. 1667 EL (one small seal-tear with unnecessary "magic" tape) from "Carlisle" to London, charged "3d" which was then crossed out with P.O. Inspector's (?) "TG" initials alongside, having a very fine "NO/25" arrival Bishop Mark (light creases) nicely placed on the side-flap. Long interesting letter from the Officer in Charge of the Carlisle Garrison, with reference to the snow delaying the posts, etc.; "The bad weather upon ye Road & Great Snow upon Stainmore delayed ye post from coming hither untill 9 a clock this morning...All at ye Castle are very well..."
