272 VERY HIGH POSTAL RATE WRITTEN IN FULL IN 1744; 28th Apr. 1744 E to London with a mostly fine claret-purple "BURY" (SK73; only recorded in black and only 1743-4) on the top flap beside London Bishop Mark; charged "2&º oz 2 Shillg: & 3d." (rare way of making the charge so clear) on the front. A very high inland rate (9 times the ºoz rate of 3d "below 80 miles" rate) and possibly the highest recorded pre-1765 Inland Postal Rate. Sent almost 100 years before the Reforms of Rowland Hill and evidence for the absurdly high postal rates of the pre-1800 period. Most attractive. PHOTO plate no 3T £100
273 RARE OFFICIAL P.O. "TABLE OF THE RATES OF POSTAGE" BOOKLET LISTING EVERY P.O. IN ENGLAND & WALES, CALCULATED FOR LETTERS POSTED FROM BIRMINGHAM; 1823 39-page printed booklet (4‡x7&Mac189; ins.; contents loose from original card binding, and so suitable for album-page mounting with title-page on top) entitled "A TABLE OF THE RATES OF POSTAGE From......TO THE PRINCIPAL TOWNS IN ENGLAND AND WALES", printed at "NEWPORT" (Shropshire?). The front board cover has a hand-written label "Postage Rates & Circulation from Birmingham", the title-page is signed by "B. Churchill, Su[rveyo]r G.P.O. Oct. 1826", and the inside front cover is inscribed "Jno. Hutchinson, Post Office, Birmingham, 21st Jan. 1829". 15 pages of the listings have their postal rates (from Birmingham) and the destinations for the relevant bags written in manuscript for every Post Office. It seems clear that this was the Surveyor's working copy to show Postmasters how to fill out their own copies of this booklet, which enabled every Postmaster to know the rates of any letter sent from their Office to any other English/Welsh P.O. Very rare; we are only aware of one other example (of a different date) of these printed P.O. tables having survived. Ideal item to illustrate the complexity and high costs of Prestamp postal rates. The highest pro-rata Packet Rate of the pre-1840 period, being 2s-1d per ºoz Packet rate plus 11d per ºoz inland rate (reduced by 1d) from Falmouth to London. 275 RARE PRESTAMP P.O. NOTICE LISTING ALL ‡OZ PACKET LETTER RATES AND MAIL-DAYS TO EUROPE & THE AMERICAS; Very fine Aug. 1833 printed P.O. "No.1" Notice (8x16 ins.; horiz. cut clear of text near the foot; folds to fit an album-page) entitled "ON PACKET LETTER RATES" and authorised by "FRANCIS FREELING"; it lists all the rates from 1s-2d to 2s-7d per º ounce, sent via London & Falmouth (Norway, Gibraltar, Ionian Isles, Madeira, Chile, Malta, St. Domingo, Mexico, etc. It also gives the days that "Mails [are] made up in London" for the various destinations. Prestamp P.O. Notices such as this are rare; this is the only example of this Notice that we can recall having seen. Exceptional item. £150
276 RARE £1+ PRESTAMP PREPAID RATE ON TRANSATLANTIC COVER FROM IRELAND TO NEW BRUNSWICK; 23rd July 1834 EL (minor creasing) from "Cork" (two poor c.d.s.'s on the flap) to "St. John, New Brunswick" endorsed "Paid p. Packet" and so with fine red boxed "PAID/AT/CORK" on the front, beside the bold red "£1-1-4" charge (eight times the ºoz rate of 2s-8d; being 2d Holyhead packet + 1s-3d inland rate from Cork to Falmouth via Dublin & Holyhead + 1s-3d Transatlantic Packet rate). There is a fair encircled "HALIFAX/N.S." transit c.d.s. on the front with a black "6N" arrival charge (8 times the 9d ºoz interprovincial rate). 277 RARE SCOTTISH "POSTAGE RETURN" SENT FREE WITH PRINTED LISTS OF POSTAL RATE ALTERATIONS; 10th Dec. 1838 partly printed EL sent Free with totally printed "Postage Return./C.F. REEVES, Esq. GLASGOW" address with boxed mileage-removed "RACHAN MILL" mark on the back flap. The contents list all the destinations in Scotland from which the postal rates from "Rachan Mill" had recently changed, thanks to pressure from Postal Reformers; letters were no longer to be charged by the distance travelled, but by the shortest available suitable routes!! As the printed heading puts it:- "Postage on letters shall in future be calculated according to the distance by the nearest [= shortest] travelled Carriage Road, I have to desire you will carefully examine your Scotch Postage List, and by return of Post inform me what Postages have already been altered under this Order, and what Postages ought to be altered..." Seven destinations are listed as having had their postages reduced. Rare evidence of one of the few pre-1840 Postal Reforms that were undertaken (albeit under pressure from Robert Wallace and friends) by the P.O. themselves. One of only two such Returns that we have seen, and a rare internal P.O. Free item. PHOTO - see plate no. £200
278 UNIFORM 4d POSTAGE PERIOD - THE VERY RARE LONDON "OVER/WEIGHT" & BLACK HANDSTRUCK "1" CHARGE-MARK ON LOCAL COVER; Remarkable 17th Dec. 1839 EL to Bloomsbury with a faint blue "Up Baker…St/2D PAID" on the front (mistaken by the P.O. for a 1d Paid mark? - see below), but clearly originally weighing above the ‡oz limit for the special prepayment rate for local London mail during the 4d-Post period, and so with a very fine black "OVER/WEIGHT" mark (not recorded by Jay; only one other example recorded, dated 1838, sold by Cavendish in Oct. 2001 for £690) and a very rare black Prestamp handstruck "1" mark (only a handful known prior to 10th Jan. 1840 and this thought to be unique during the 4d Post Period) alongside. There is a very fine red Chief Office datestamp ("DC17/1839") across the join on the reverse. It seems that the correct rate of 2d had been prepaid, though it would only have cost 1d if it had weighed up to ‡oz and been prepaid, and the P.O. did not realise that it was prepaid the 2d, so a further 1d needed to be paid, hence the charge-marks. 279 FIRST DAY OF THE UNIFORM 4d POSTAGE PERIOD - RARE INCOMING COVER FROM FRANCE; 5th Dec. 1839 (London arrival date) EL (some creasing, clear of marks) from Paris (3rd Dec. 1839 c.d.s. on the front) to London with a very fine Paris boxed red "PD", and very fine curved-frame London Foreign Branch "FOREIGN PAID" mark (very rare duting the 4d Post Period), on the front; on the top flap is an 80% complete London Foreign Branch c.d.s. ("LON" struck over edge, but "5/DEC/1839" date very clear) and various manuscript rates. The letter was fully prepaid (5 francs) in Paris, so there was no postage to pay on arrival. One of only a handful of recorded incoming letters that arrived in Britain on 5th Dec. 1839, the First Day of Uniform Postal Rates. Exhibition Item. PHOTO plate no 3B £500
280 VERY EARLY USAGE OF THE 1d BLACK "HOUSES OF PARLIAMENT" ENVELOPE; 20th Jan. 1840 (5th Day) usage of the "To be posted at the Houses of Parliament./Post Paid.-One Penny.-Weight not to exceed ‡ oz." envelope (minor creasing; red wax "VOTE OFFICE" seal on flaps) sent from "London" and addressed to Pontypool; signed by "Robert Price" (presumably an M.P.), and so with a very fine crowned London "PAID/20JA20/1840+" Official Paid Mail datestamp on the front. Complete with the original contents (very rare thus) written and signed by Price himself. Rowland Hill had only introduced these primitive "Post Paid" envelopes for the Lords and M.P.'s from the start of the Parliamentary Session on 16th Jan. 1840. SIGIL: SANITATIS" with fancy caot-of-arms in centre) and similar blurred black cachet, having 9th Jan. 1840 c.d.s.'s (of the Last Day of the Uniform 4d Postage Period) of both London Foreign Branch & General Post (partly overstruck) on the side-flap; charged "1/4" incoming foreign postage and then a further "4" (Last Day inland rate for redirection from London to Tunbridge). Rare Disinfected cover (and rare from Rumania) from the 5-week 4d Postage Period. Remarkable example of a doubly Last Day Cover, incoming overseas and inland rates! PHOTO plate no 3B £200
282 6th MAY 1840 CASH-PAID COVER SENT IN SCOTLAND WHERE THE 1d BLACK WAS NOT YET AVAILABLE; Attractive 6th May 1840 EL (dated clearly in 4 places) to Dunfermline with a red m/s "1" (1d prepaid) and very fine red "GLASGOW/PAID" boxed d.s. (crease) of 6th May 1840 and a "PAID" c.d.s. of Edinr. of 7th May 1840 on the front, also having a partly fine red "GLASGOW/E.X" c.d.s. of 6th May 1840 on the top flap. 283 RARE EXAMPLE OF LONDON's "FREE" MARK USED ON THE FIRST DAY OF UNIFORM PENNY POSTAGE; 8th/10th/[12th] Jan. 1840 free front sent from "Bawtry" (8th Jan.) to London with a mostly very fine red 2-ring crowned "FREE" c.d.s. dated "10 JA 10/1840" (rare thus; few examples are known after the Last Day of Franking on 9th Jan. 1840). The letter was then redirected to Scotland ("Dunbar House, Dunbar") - presumably on the same day, 10th Jan. 1840 - and there was no further postal charge; it was the rule that any Free Frank still circulating in the postal system on or after 10th Jan. 1840, that had been posted on or before 9th Jan. 1840, was still treated as a free letter until the end of its journey. This letter almost certainly did not reach its final Scottish destination before 12th Jan. 1840, making it one of the very Last Free Franks. PHOTO plate no 3B £150
284 UNIFORM 4d POST PERIOD - LETTER CHARGED "6"[d] DUE TO EXTRA UNOFFICIAL LOCAL 2d-POST CHARGE; 7th Jan. 1840 EL from London (fine c.d.s. on top flap) to "Penistone, nr. Barnsley, Yorkshire", charged the correct "4"[d] Uniform 4d Post rate, but also with a manuscript "6"[d] charge on the front. This is a very rare example (one of only a few recorded) of a 4d-Post letter being charged extra for a local (private enterprise) post system. Plus a similar 1835 EL from Wakefield to the same Penistone address with original 4d (up to 15 miles) rate endorsed "to pay 6d". Rare pair. [Both ex Barrie Jay.] (2 covers). PHOTO plate no 3B £100
285 LAST DAY 4d-POST PERIOD "O"-CODE FREE DATESTAMP; 9th Jan. 1840 free front from "London" to Llandovery (from the "Lady Williams find") with a very fine orange-red strike of the crowned 2-ring "FREE/9 JA 9/1840/O" datestamp, showing the frame-breaks that prove that it was struck posthumously (during the 1840s) to enhcance the addressee's personal autograph album (probably courtesy of the PMG's wife, Lady Lichfield; see recent research and the article in the London Philatelist). WRAPPER AT CONCESSIONARY RATE OF 2d FOR "5 OZS."; 7th Aug. 1840 wrapper (minor faults and dusting; open at both ends as per regulations) from London (fine c.d.s. on top flap) addressed to "Lieut. Col. Scarlett, M.P., Manchester" endorsed "Par. Pro" and "5 Ozs" and so charged only "2[d]", instead of the normal 1s-8d unpaid charge (a 90% discount!). 287 MULREADY LETTER-SHEET WITH LETTER COMPLAINING ABOUT THEM; 8th Jan. 1842 usage of the stereo A19 1d Black Mulready letter-sheet (light central crease, but with rare printed "UNION BANK, Burlington" heading - misprint from Bridlington presumably! - inside) to a bank in Driffield with a partly fine black Maltese Cross cancelling Britannia and a fine matching "BRIDLINGTON" c.d.s. alongside. The contents give a rare insight into the problems that Rowland Hill had had in persuading people to use the Mulready wrappers; "P.S. Could you do with ‡ r[ea]m [of] Stamp Covers (240) like this? When the postage stamps first came up, they consigned me a quantity from Hull; they do not sell well and they will not take them back; so unless I can get them disposed of, I am saddled with them. I will get them headed like this free of charge if you can use them for short letters or covers." Very rare criticism of the Mulready in an actual Mulready letter-sheet! PHOTO - see plate no. £240

288 "REDUCTION OF POSTAGE" ADVERTS IN MULTIPLE-ADVERTISER MULREADY WITH "1py P.Paid" MARK STRUCK IN ERROR; Fine 4th July 1840 local London usage of the 1d Black Mulready EL (stereo no. lost) cancelled by a superb red Maltese Cross matching the "PD" d.s. on the top flap, but also having a fine black "Leather Lane/1py P Paid" mark on the front crossed through in manuscript with a matching mostly fine "T…P/Leather Lane" alongside. The newly invented Mulready did not need the "1 py P. Paid" mark which was intended for letters prepaid with cash. Rare thus. The contents are the scarce printed "NEW ENVELOPE SELECT ADVERTISER. No.1" of 27th June 1840; amongst adverts for champagne, dentifrice, fish sauce, Guiness, money, carpets, etc., are two paragraphs headed "REDUCTION OF POSTAGE". They make the point that these special advertisiing Mulreadies were produced in numbers of 5,000 or more at the special rate (subsidised by the adverts) of "8d per Dozen", which was a 40% reduction compared to the 1ºd charged for each Mulready by the P.O. and even cheaper than using a stamp!
