RAROTONGA - ARCHIVE COPY LETTER FROM R EXHAM TO LORD SALISBURY GIVING DETAILS OF A PROPOSED NEW FLAG:1888 (22 Sept.) An archive copy letter from the British Vice Consul, Sir Richard Exham to The Marquess of Salisbury which contained a copy of the proclamation declaring a British protectorate and with an original pencil sketch of the proposed flag. "I have also forwarded copies of the Proclamation to each of the Islands of the Group & I await the arrival of the usual yearly Man of War to proceed to each island & hoist the flag". The warship Exham was expecting was HMS Hyacinth commanded by Captain Edmund Bourke , he had already been given orders to raise the British flag, he therefore ignored what Exham had already done and raised the Union Jack on Rarotonga on 27th October 1888. On reverse is a clear strike of the large circular violet "GOVERNMENT OF THE COOK ISLANDS" SEAL WITH LARGE CENTRAL STAR (AF4). The cover suggests that Mr Moss brought a quantity of NZ stamps with him on his appointment as Resident and that the stamps were the first used for regular mail from the Cook Islands. THE FIRST STAMPS SOLD AND CANCELLED IN THE COOK ISLANDS: 1d to 10d blocks of four cancelled with the boxed violet "POST OFFICE/COOK ISLANDS" (A1) dated 19th April 1892 the day of issue. The first stamps arrived on the Richmond from Tahiti. The Richmond left after a few hours. Also 1892 (26 May) letter from E.H. Garnier the Chief Postmaster to A.T.Bate of Wellington (honorary custodian of the GPO reference collection at the time of the stamps being issued) stating that he is unable to deal with private correspondence on the day the Richmond arrives. "I have now much pleasure in sending you the stamps ordered, and I hereby" then in red ink "certify that they are the first ever sold of the first ever printed for the first (at this point the violet large star circular "GOVERNMENT OF THE COOK ISLANDS" (AF4) official seal is struck) and dated 19th Apl 1892". The upper stamp with a small stain and tiny ink line at top, almost full original gum (some natural skips) and a little overall toning on reverse. Close examination reveals four "blind" perforation holes on the right side between the adhesives, the lower pair appears to be lightly creased, however again on close examination this appears to be caused by perforation indentations running from the "O" of "POSTAGE" to the right side. In our opinion this would indicate that a second sheet with the imperforate variety probably existed. We can find no literature describing this apparent different state of the variety. SG.1ba.
