608 THE SUSPENDED FREE FRANK PERIOD - APRIL, 1661 LETTER FROM LONDON WITHOUT BISHOP MARK: 27th April, 1661 EL to Yoxall, Staffs. from Earl of Clare but pre-paid 3d ("pt pd 3d") as the free franking system had been suspended. This letter was posted just EIGHT DAYS AFTER THE INTRODUCTION OF BISHOP MARK but it has no trace thereof; it seems clear that at first the Bishop mark was used only on letters addressed TO London (to keep a check on London postal deliveries) and was used on letters (like this) FROM London only from some time in 1663. Very rare for two reasons! PHOTO - see plate no. £300
609 LARGER 2 RING FOREIGN BRANCH "FRANCHES" MARK: 9th Feb., 1673 EL (filing crease through address and usual overall toning) from London to Livorno (charged "3"? on arrival) having a very fine (for this) strike of the rare larger two ring "FRANCHES" mark [Jay 1078] well placed on top flap. 611 THE "FIRST TYPE GOVERNMENT DOCKWRA" COVER: Clearly dated "9th June 1684" EL (professionally rebacked on blank side & with some internal dusting) with full contents (ref. purchasing "Rock House" for £400), delightfully addressed to "Mr James Sothersby at his house in Hatton Garden, some 10 dores above ye Globe Tavern on ye other side of ye Way". Nicely placed on the lower flap (which folds down well for display with the address) are mostly very fine strikes of the extremely rare First Type "Government Dockwra" mark "PENNY/POST/PAYD" with "W" (for Westminster Office) in the centre (Jay L360; only 5 or 6 examples known, all except this one being in archives?), beside the rare first type circular "T/Mor/8" time-mark of the Temple Office (Jay L365 - early date of usage). These First-type "Government Dockwra" marks are actually rarer than the Original Dockwra marks; only 22 First Type "Government Dockwra" marks have been recorded, as compared with 26 Original Dockwra covers, with only 3 or 4 of each remaining in private hands. Highly important British Postal History Exhibition Centre-piece; arguably the direct ancestor of the Postage Stamp, being the first "stamp" created to record the prepayment of a specific Government postal rate. PHOTO - see plate no. £8500
612 EARLY SECOND-TYPE "GOVERNMENT DOCKWRA" MARK OF WESTMINSTER OFFICE: 25th July, 1687 EL (archivally reinforced edges well clear of marks or address) sent within London, addressed to "Minsinge Lane" and having a mostly very fine "PENY/POST/PAYD" mark with "W/MON" in the centre (Jay L361b; very early date) on the top flap alongside a very fine circular "B/Mor /10" time-mark of the Bishopsgate Office (Jay L365). All pre-1700 Penny Post covers are rare; this is one of the earliest recorded Second Type marks in private hands. PHOTO - see plate no. £300
613 THE UNIQUE(?) "2d py pd." MARK INDICATING THAT A SECOND PENNY HAD BEEN PAID: c1785 E (dated from addressee's draft reply inside) addressed to "Clapham, Surry" with afine "G/MO" Dockwar on the lower flap beside the "O'CLOCK/2/S" Southwark Office delivery time-mark, also having a distinctive HANDSTRUCK "2d py pd" mark on the front exactly matching the General Office Dockwra mark. For some years after this mark's discovery by James Grimwood-Taylor (Sept. 1983) it puzzled all Postal Historians until the concept of the 18th Century London Penny Post's "Second Penny" charge was applied to it. [See J.G.-T.'s "Stamp World" article of 3rd September 1987, entitled "A MAJOR PRESTAMP DISCOVERY"]. The "Second Penny" was an extra charge made by the letter-carriers for delivering 1d Paid P.O. letters beyond the "Bills of Mortality" (i.e. the central area of London). This charge for letters sent to the country areas was never apparently accounted for by the P.O. though it was made official in the 1731 P.O. Act (KGII cap.XXXIII). This cover indicates that for a brief period the P.O. encouraged prepayment of, and so attempted to account for, the Second Penny (country area) charge; but it may be that the letter carriers rebelled and soon stopped any marks from referring to it officially. This cover is fully described & illustrated in LRL, p.33. This is one of the most important recent additions to our records of the postal markings of Great Britain. A highly important Exhibition item - every bit as significant as, and much rarer than, an Original Dockwra. PHOTO ABOVE & PLATE £4000
