POSTAL REFORMS
RARE PRESTAMP ENVELOPE POSTED FROM LONDON AND WRONGLY ONLY CHARGED SINGLE POSTAGE; Envelopes were very rarely used in Britain prior to 1835 when they were usually franked; this 8th Sept. 1804 letter was written in "Berlin" and addressed to "Eton College" and it has its original hand-made envelope in which it was posted from London (having presumably been carried privately from Germany to England). The Post Office were clearly confused and so there is a faint red "star" Inspector's Mark but only a "4" charge as a single letter, though it should have been charged 8d. Rare early envelope and a rare P.O. error. £75
HIGH PRESTAMP POSTAGE - OUTER HEBRIDES £1-2s-0d RATE, ETC.; Jan. 1811 E (one flap lost) from the Outer Hebrides (faint circular "STORNOWAY" mileage on the front) to Edinburgh endorsed "5‡ozs" and so charged 22 times the normal postal rate of 1/-, written as "22/-" (perhaps this seemed less than £1-2s-0d?!); plus 1819 EL from Glasgow to Edinburgh endorsed "6# Oz" and so charged "15/9‡", being 27 times the 45-mile rate of 7d. Dramatic examples of pre-Reform postage rip-offs. The 1811 cover is very likely the highest recorded internal Scottish prestamp postal rate. (2 covers). £100
CHARLES WHITING BI-COLURED & EMBOSSED TICKET & FRAME-DESIGNS; Beautiful and very fine June 1834 "ONE GUINEA" ticket (5‡x4&Mac189; ins.; with "WHITING PATENTEE" imprint at foot) for the third performance of the "ROYAL MUSICAL FESTIVAL WESTMINSTER ABBEY", printed in blue and red on heavily embossed card; the embossed devices including lion-and-unicorn and similar heraldic designs very reminiscent of many Treasury Competition Essays and of Whiting's later work associated with that Competition. Most attractive and very rare. Plus a similar pair of embossed cards with the same "WHITING PATENTEE" imprints, printed in one colour (one with small print attached in the centre). Rare and very early Whiting items. (3 items). PHOTO - see plate no. 3 £240
RARE PREPAID FIRST DAY COVER OF UNIFORM FOURPENNY POSTAGE PERIOD; 5th Dec. 1839 E from Edinburgh to Stirling endorsed "Paid" with v. fine red "PAID at EDINR/R/DEC 5/1839" c.d.s. nicely placed on the front with red manuscript "4" charge. One of very few prepaid First Day covers of Uniform Postage to have been recorded; Edinburgh had a handstruck "4" on this date but (like almost every other P.O. at that time) never used it for prepaid letters. Lovely Exhibition item. PHOTO - see plate no. 3 £500
RARE DOUBLE-RATE FIRST DAY COVER OF UNIFORM FOURPENNY POSTAGE PERIOD; Very fine 5th Dec. 1839 EL from London to Scarborough endorsed "Single policy" but with mostly very fine red Charing Cross Branch Office Maltese-Cross-framed "C+/5 DE 5/1839" datestamp on the top flap, and charged "8" in black as a letter weighing over ‡oz and up to 1oz. Very rare example of the double 4d rate on the First Day of Uniform Fourpenny Postage - few known. Ironically this letter would have been charged only a single rate of postage the previous day (being a single sheet not weighing above 1oz), but the postage to Scarborough would still have been 11d for 214 miles! Exhibition item. PHOTO - see plate no. 3 £500
CHARLES WHTING BI-COLOURED EMBOSSED CAMEO HEAD OF "[LORD] GREY" WITH FANCY BLUE ON PINK FRAME; c.1839 album-page size (5‡x7&Mac189; ins.) spectacular white embossed portrait of Lord "Grey" with fancy bi-coloured embossed frame in blue and pink with inverted "WHITING PATENTEE" imprint at foot. This is the matching design to those of Wellington, Brougham and Byron that were submitted by Charles Whiting as part of his Treasury Essays Competition entry of 9th Oct. 1839. [See Graveson's "Penny Postage Centenary, p.103.] An amazing example of this virtuoso Victorian printer's very best coloured printing; his proposals for Postage Stamps were in many ways the best in the Competition - he won one of the four prizes - but his printing processes were sadly rather more expensive than those of Perekins Bacon, the cotton-reel label printers! Fine and rare. PHOTO - see plate no. 3 £300
THE MATCHING CHARLES WHITING EMBOSSED "WALTER SCOTT" CAMEO; c.1839 album-page size embossed Cameo of "Walter Scott" in white on green ground with pink frame and dull lilac surround, having "WHITING PATENTEE" imprint along right hand edge; from the same set as those illustrated in Gaveson. Fine and rare. PHOTO - see plate no. 3 £300
CONTEMPORARY COMMENTS ON CHEAP POSTAGE, ETC.; 10th/19th Dec. 1839 pair of unpaid family EL's from Tunbridge Wells (to Bishop Stortford) and London (to Cullompton) with black m/s "4" charges of the Uniform 4d Postage Period and v. fine c.d.s.'s, each wih interesting contents referring to Cheap postage; "...send two sheets of paper to the grocer's to be weighed with the wafer & if they do not exceed the half ounce, they come for 4d...how glad I should be to pay 4d for a letter..." and "Your letter of the 5th Dec. was the first [we] received under the new and cheap arrangement of postage...The alteration must make a great difference to you...on one day since, it made the saving of three shillings to us, but I rather fear it will be too great a loss to the Revenue to allow of continuance..." Rare insight into the general public's thoughts at the start of Cheap Postage. Plus a June 1852 EL from Vienna to Warwick with an intriguing P.S.; "I have paid the postage for this letter, as the postage fr[om] here to Warwick is considerably less than fr[om] W[arwic]k [to] here." - rare proof that British rates were not always the cheapest at this time! Good trio in fine condition. (3 covers). PHOTO - see plate no 9 £120
JANUARY 1840 PROOFS OF IRISH "CHANCERY FUND" & "EXCHEQUER FUND" EMBOSSED REVENUE STAMPS - PRODUCED AS PART OF THE PLANS FOR EMBOSSED POSTAL STATIONERY(?); Large folded sheet (12‡x16 ins., folding to 10‡x15 ins. for display; understandable minor faults not affecting most of the stamps) headed "Stamps - Ireland. Impressions of the Chancery Fund Stamps....Exchequer Fund Stamps" in red manuscript matching the footnote "Of those Dies about 10,000 Impressions are used every Quarter, Dublin 30 Jany. 1840 J.S.C." written by Jonathan Sisson Cooper, the Irish Comptroller of Stamps and Accountant General. Printed across the sheet are no less than 25 different Revenue stamps embossed in white on a black background, with values ranging from 10d to 3 guineas. It seems very likely that this unique Sheet of Proofs was created specially for Rowland Hill and Henry Cole as they were struggling to finalise plans for an embossed stamp for Postal Stationery during the first few weeks of 1840. Fabulous and Important Exhibition Piece relating to the birth of the First Postage Stamps. PHOTO - see plate no. £1500
8th/9th/10th JANUARY 1840 - LADY's ENVELOPE SENT FREE FROM IRELAND & REDIRECTED FROM ENGLAND TO WALES ON 1st DAY OF UNIFORM PENNY POSTAGE; 8th Jan. 1840 small env. (attractive double gold lines printed round address-panel and flaps) from "Clogheen" (with late use of very fine "CLOGHEEN/94" mileage mark nicely placed on top flap) franked to "Stokesley, Yorkshire" with Last Day 4d Postage Period "FREE/9 JA 9/1840/M" crowned d.s. of Dublin (rare Last Day Usage) on the fornt. Even more exceptional is the redirection from Stokesley to "Bangor, N. Wales", which must have occurred after the end of 4d Postage (the letter would have reached Yorkshire on 10th Jan.) - presumably on the First Day of Uniform Penny Postage - with no extra charge for redirection (as per the rules) and no redirection marks. Very pretty and very rare Irish Exhibition item. PHOTO - see plate no. 3 £500
10th JAN. 1840 LETTER CHARGED POSTAGE DUE TWICE - NORMAL UNPAID POSTAGE PLUS EXTRA 2d FOR PRIVATE DELIVERY; Remarkable unpaid 10th Jan. 1840 (First Day of Uniform Penny Postage) EL (receipt attached inside with fine 1/- embossed tax stamp) from "WAKEFIELD" (fine 11th Jan. 1840 c.d.s. - 2nd Day of Penny Postage) to "Penistone" charged "2" and "4" postage; this was the normal P.O. (1d postage + 1d fine) 2d rate for an unpaid letter weighing up to ‡oz, plus an extra private enterprise local delivery charge of 2d for the last part of the journey from the nearest P.O. delivery point to the village of Penistone (that did not fll within the P.O.'s free delivery area for another year or two) making "4"(d) in all. It is known that even Rowland Hill had no idea how many people were still having to pay such extra local charges after 9th Jan. 1840, but very few were marked on the letters themselves. Rare thus. [Ex Barrie Jay.] PHOTO - see plate no 9 £100
EARLY 1840 COACH-PARCEL LETTER WITH ORIGINAL COACH COMPANY RECEIPT; 18th Feb. 1840 EL (unsealed and without postal marks, because sent within a bundle of legal documents and briefs that are mentioned) from "Wymnodham" (Norfolk) to London, together with the parcel's original 19th Feb. 1840 printed receipt (usual creasing) of the "ROYAL MAIL & COACH ESTABLISHMENT, Belle Sauvage, LUDGATE HILL" for "Carriage 1/2...Portage 8(d)". Pre-P.O. Parcel Post item showing a 1s-10d charge. The only such receipt matched to the original letter (the filing notes match up) that we have seen, and exceptional from the first few weeks of Cheap postage. (2 items). PHOTO - see plate no 9 £100
1840 (Jan.) contemporary copy of new rules effective from 10th Jan. for O.H.M.S. "Official Paid" mail (following end of Official Free Franking). Rare detail of the start of the new system. [Ex Chelsea Hospital archives]. £75
EARLY USAGE OF THE DISTINCTIVE DATED HANDSTRUCK POSTAGE DUE "2" CHARGE-MARK OF EDINBURGH; 27th Jan. 1840 E to Rochdale with a very fine "JA/27/S 2 N/1840" mark that was unique to Edinburgh (no other British P.O. ever had a dated 19th century charge-mark) on the front. Auckland/Stables record this mark from only 25th Jan. to18th May 1840. [Ex Ike Owen.] PHOTO - see plate no 9 £75
HENRY COLE (ROWLAND HILL's ASSISTANT) - AUTOGRAPH LETTER REF. EXPERIMENTAL BLACK MALTESE CROSS INK; 22nd Aug. 1840 EL (endorsed "Immediate" and sent by private messenger) from "Downing Steet" to "F. Bacon Esq., Messrs. Perkins & Co., 169 Fleet Street", written and signed by "Henry Cole" (Rowland Hill's assistant at the Treasury while they jointly supervised the introduction of Cheap Postage and the first Postage Stamps). The letter asks Bacon to send some of his special black cancellation ink that had been developed for use on 1d Blacks a few days before; "Please send me some of the last ink for obliteration about which you wrote to Mr. [Rowland] Hill - by the bearer if possible, if not as soon as possible. Yours truly Henry Cole [P.S.] If you have no objection to tell the ingredients - please do so. H.C." This letter relates to the experiments with black Maltese Cross ink that had been undertaken by Hill and Cole alongside the Rainbow Trials and which led to the start of the black "Experinetal Maltese Cross" ink in London later that month. Important and rare autograph item relating to 1d Black Cancellation Experiments. [Quoted in full in E.D. Bacon's "Line Engraved Postage Stamps of G.B." of 1920 (App.84, p.52 and see text, p.91).] PHOTO - see plate no. £400
MALTESE CROSS CANCELLING A "PAID/1" MARK & REPLACED BY HANDSTRUCK "2" MARK; Unusual 1843 E from Wolverhampton to London with a very fine distinctive red "PAID/1D" mark struck in error on the front and overstruck by a very fine black Maltese Cross, matching the "WOLVERHAMPTON" c.d.s. on the back, with a very fine distinctive Wolverhampton handstruck "2" charge-mark on the front. Rare combination of marks; the only such case of an M.C. cancelling a Uniform Penny Postage mark that we can recall. Exhibition item. PHOTO - see plate no 7A £100
THE RARE U.S. "ROWLAND HILL/FREE" ENVELOPE USED WITHIN AMERICA; c.1848 usage of the propaganda env. with small pink embossed "ROWLAND HILL/FREE" device on the flap, charged "5"(c) within Ohio with blue c.d.s. Rare thus; few known (one recorded used in G.B. in 1848). Important connection of the American Campaign for Cheap Postage with Rowland Hill. PHOTO - see plate no 9 £200

The original music score must have weighed over 2oz & up to 3oz. Very rare and spectacular example of the early usage of 1d Blacks on printed matter. Exhibition item. PHOTO - £500
IRELAND - REDIRECTED 1d BLACK COVER WITH DIFFERENT MALTESE CROSSES; 13th Aug. 1840 E (from a tourist) to Dublin franked by a 3m Plate 4 1d Black (OC; rough at left) tied by a heavy red Maltese Cross of Killarney (fine c.d.s. on flap); redirected from Dublin to "Newcastle, Co. The Bodily/Jarvis/Hahn book on early British Pictorial Envelopes only records one 1d Black on envelope with a printed advert (see pp.286/293 & Fig.303) dated 17th Oct. 1840, and they note that advertising on envelopes was very slow to catch on. Rare and an important addition to the record. PHOTO - see plate no. £400
