MARK INDICATING THAT A SECOND (2nd) PENNY (py) HAD BEEN PAID (pd); c.1785 E (dated from addressee's draft reply inside) addressed to "Clapham, Surry" with a fine "G/MO" Dockwra on the lower flap beside the "O'CLOCK/2/S" Southwark Office delivery time-mark, also having a distinctive HANDSTRUCK "2d py pd." marking on the front in ink exactly matching the General Office Dockwra mark. For some years after this mark's discovery by James Grimwood-Taylor (in Sept. 1983) this mark puzzled all Postal Historians, until the concept of the 18th Century London Penny Post's "Second Penny" charge was applied to it; see J.G.-T.'s "Stamp World" article of 3rd Sept. 1987 entitled "A MAJOR PRE-STAMP DISCOVERY". The "Second Penny " was an extra charge made by the letter-carriers (their perk) for delivering 1d-Paid P.O. letters beyond the "Bills of Mortality" (i.e. the central area of London). This charge for letters sent to the country areas was never apparently accounted for by the P.O. though it was made official in the 1731 P.O. Act (KG II, cap.XXXIII). This cover indicates that for a brief period the P.O. encouraged prepayment of, and so attempted to account for, the Second Penny (country area) charge; but it may be that the letter-carriers rebelled and soon stopped any marks from refering to it officially. This cover is fully described and illustrated in LRL, p.33. [It was sold privately to Grace Dove in whose collection Hugh Feldman subsequently acquired it; it has therefore never been offered at auction before.] This is one of the most important recent additions to our records of the postal markings of Great Britain. | 233 | PROPAGANDA WAFER SEAL ON COVER TO AUSTRALIA; Attractive Dec. 1854 E (side-flaps removed) to Melbourne (the address oddly written backwards!), franked by an attractive strip of six 1d Red "stars" (light impressions; RG-RL, RI with crease) tied by Manchester sideways duplexes, having a near fine blue "ST. DUCIE ST/STRANGEWAYS" RH mark across the join and a v. fine red "1d" Accountancy Mark (1d due to Victoria from the 6d postage collected in G.B.) on the front. The letter has been sealed by a fine red printed wafer reading; "THE WORLD WE LIVE IN - Published for the PROMOTION of NATIONAL EDUCATION. Price 2d Weekly". Clearly this was a propaganda newspaper concerned with making education available to all (which did not happen in Britain for many years). We have only recorded one other usage of this label - printed in blue - on an Oct. 1854 cover from Huddersfield to US (illustrated in Champness & Trapnell's "Adhesive Wafer Seals", p.119). | 239 | HULL: Rare manuscript "Hull" on 1788 (1 May) EL to Bristol, written from Bishop Burton from the Reverend David Kinghorn to his son Joseph. The m/s "Hull" mark is very scarce. Lowe's notes in "Handstruck Stamps of England" states that "Between 1784 and 1788 examples have been found of Hull in m/s possibly dut to loss or damage". | 240 | HULL: 1840 (3 July) EL from Hull to Highworth (Wilts.) bearing a four-margin 1d (QG) tied by red MX of Hull and with additional c.d.s. of Hull to the left. This cover emanated from the Post Office in the "Land of Green Ginger" (in use between 1831 & 1843) and is accompanied by a photograph of the building in a somewhat more contemporary guise as "W.Tesseyman & Sons".
