POSTAL REFORMS

THE HIGHEST RECORDED (?) BRITISH PREPAID POSTAL RATE; Exceptional 8th June 1836 EL from London to Madeira "p.Packet" with red manuscript rating "4 oz £2-1-4" and Portuguese "360" [reis] arrival charge. Most unusual to prepay a letter at so high a rate! Classic example of the absurdly high pre-1840 British postal rates. PHOTO see plate no 2A

1838 LETTER REF. POSTAL REFORM ADDRESSED TO ROBERT WALLACE HIMSELF; Rare 26th March 1838 EL from the personal correspondence of the Postal Reformer, Robert Wallace M.P., addressed to him in London (with "FREE" c.d.s.) with a fair "DOVER" c.d.s. (creased) and endorsed "Postage" by Wallace himself. The writer (at "Deal") was a Birmingham businessman who wrote thus; "Seeing that you are at this present time engaged in an inquiry as to how far Mr. Hill's plan of a general rate of 1d postage would affect the revenue...I lay a few facts before you shewing the effect the measure will be likely to produce on our kind of establishment..." He then gives candid details of wholesale evasion of postage in the Birmingham area. Rare original example of the kind of unsolicited confessions that greatly helped the early Campaigners for Cheap Postage. Very rare and Historical item.

J.W. SOUTHGATE's IMPORTANT 1839 ANTI-POSTAL STATIONERY PAMPHLET; Oct. (?) 1839 "PENNY POSTAGE ACT" 1d leaflet ("SECOND THOUSAND" imprint showing this to be the 2nd edition - only two examples have been recorded, the other being a 1st edition) with 4 original pages (the other 4 inside pages, merely precising the Act, are lacking - with p. copies from the sole 1st edition surviving), significantly published in 1839 by J.W. Southgate (of "Library, 164 Strand") who was later to produce one of the most successful series of Mulready Caricatures. The back page has "A FEW REMARKS ON The Disadvantages ARISING FROM THE COLLECTING THE POSTAGE BY ENVELOPE..." which show that Southgate and other wholesale stationers would have condemned any Postal Stationery, whatever it design might have been!! Important historical item; much rarer than the Caricatures themselves.

ESSAYS, THE NEW "MULREADY" DESIGN, ETC.; March 1840 front cover + complete 17-page text of the important Henry Cole article about Treasury Essays etc. (which refers to essays by Whiting, Sievier & Perkins Bacon having originally been included as an "APPENDIX"); plus one of the actual Whiting "Stamp" Essays (thinned but attractive) that were originally included in this article. An important article giving a great deal of information about the very first Postage Stamp Essays, written by Rowland Hill's right-hand man at the time, with one of the very first descriptions of Mulready's design (elephants, etc.!). Rare pair. (2 items).

Also 2d blue plate 2 HG (poor) used on part E from Sidmouth to Exeter. Mostly three of four margined examples with faults.

Plate 1a, KH used on EL from London to Redruth, fine red MC cancellation, three wide margins but touched to right, dated 23 May 1840 on reverse. Filing spike hole but good early date.

PLATE 2 ON TURNED LETTER: 1840 (10 July) EL from Spalding to Luton franked with plate 2 LF, creased and soiled but with good margins, "ELY" UDC struck in red nearby. The letter was replied to on the original letter and sent from Luton to Sutton, nr. Ely, postage was paid with a three margined 1d plate 3 JA (clear profile) with "SPALDING" UDC nearby. The cover is creased and stained, but a rare double usage which displays well.
