711 1660 OFFICIAL MAIL PREPAID DUE TO THE SUSPENSION OF THE FRANKING PRIVILEGE; Rare and very fine 16th Oct. 1660 EL from "Guildhall, London" (ex the "Commissioners for Disbanding the Army" ref. gathering cash for paying off the Cromwellian Army) to Derby endorsed "for his Matie's especiall service " by the sender, but also endorsed "Poft Pd" by the Post Office , because there was no franking privilege for anyone (due to an administrative muddle) for a few months in 1660/1 after the Restoration of King Charles II. This letter is signed by three Privy Councillors/V.I.P.'s ("Wheler", "Richard Browne" and "Thomas Player"), but still had to have postage paid. Rare early cover. PHOTO - see plate no. 3 £600
712 FREE 1661/2 COVER PRIOR TO INTRODUCTION OF BISHOP MARKS ON OUTGOING LETTERS FROM LONDON - REFERRING TO FREE MAIL RULES ; "13th March 1661" (=1662) EL from London (see similar letters from this correspondence in the Cavendish June 2000 "Barrie Jay" auction catalogue) addressed to Yoxall (Staffs.), endorsed "Leave this at the post houfe in Litchfeild to be sent ", WITH NO BISHOP MARK (in the pre-Bishop Mark period for outgoing mail; see J.G.-T. article on p.26 of the "Barrie Jay" auction cat.), but signed "Clare" on the front and so sent free. The contents include the following fascinating early reference to free mail; "You were cosend [=cheated] in paying three pence for the carriage of your former letter to me, though I did not pay for it heer, for no member of either house of Parlement that is heer doth pay [postage] during the sitting of Parlement for any letter he either sends or receaves; yet I had rather have yow pay, though wrongfully, to be sure that the letters be deliverd safe, and not misscarry, as myn to yow [did] ." 713 THE EARLIEST RECORDED POSTAL HISTORY COLLECTION (!) - THE LORD WILLIAM FITZROY ARCHIVE; 1822-35 correspondence of letters (69 in all) regarding Free-Frank collecting sent from Lord Fitzroy to Mr. Kaye Dowland of Mansfield; plus c.49 associated free fronts (mostly 1720-60) with many showing their original postmarks (from the backs of the letters) carefully cut out and glued beside the addresses. 714 EARLY ABUSE OF PRIVILEGE COVER, ETC.; 1753/60 pair of EL's with manuscript "P" (for Privilege = free) markings; one with fine "LANCAS/TER" on reverse and the other (to an M.P.) with fair "NEW/CASTLE". The first is flourishingly franked "Free Cardigan" but is a clear abuse of privilege, being written by "Thos. Atkinson" who adds "P.S. I am out of Franks, this being the last". 736 JOSEPH ADY - THE CAUSE OF PENALTY RETURNED MAIL POSTAGE DUE CHARGES; 1819 plus 1845 (2) trio of EL's from this notorious trickster offering information of great value (ref. lost inheritances, etc.) in return for cash; special extra returned mail charges and crowned "The Party to whom..." datestamps were introduced in 1848 as part of the P.O. campaign to stop people like Ady sending junk mail. (Plus 1958 PHS article about Ady). (3 covers). £100
737 EARLY 1840 P.O. CHARGE-ERROR FOR REDIRECTED, REFUSED, RETURNED LETTER; 5th/7th June 1840 EL from "APPLEBY" (c.d.s.'s) prepaid 1d ("Paid 1") to "Milnthorpe" (c.d.s.) redirected to "Liverpool" with red m/s "Redirected at" beside cancelled "Paid 1" endorsement which was replaced by a black m/s "2" charge for the redirection. The charge should only have been 1d, and this is a rare early 1840 example of the P.O. getting it wrong! The result was that the letter was endorsed "Refused" at Liverpool, and the "Dead letter Office Returned Letter" wrapper (flap faults) is included which has a 25th June 1840 London c.d.s. and yet still perpetuates the "2"(d) charge for return to the sender in Appleby! Few examples of the 2d-for-1d redirection charge error (all early 1840) have been recorded. PHOTO - see plate no. 17 £100
738 RETURNED TRANSATLANTIC COVER TO CANADA WITH ORIGINAL AMBULANCE ENVELOPE; 4th April 1850 EL prepaid "1/-" to "Upper Canada" endorsed "Not Called for" with a mostly very fine red crowned boxed "LONDON/The Party to whom this Letter/is Addressed has not Called for it" datestamp (rare on overseas mail) on the front. Together with the original British P.O. "Returned Letter/Dead Letter Office" wrapper (some faults; the rare type with the quotation from the 3/4 Vic. 748 UNIFORM 4d POSTAGE PERIOD "MONEY LETTER" FREE FRANK COVER; Rare 15th Dec. 1839 envelope from "ORMSKIRK/232" (2 late usages of the mileage UDC in red on reverse) franked to London and endorsed "Money Letter" at top right with m/s "15" ledger number and red crowned London "FREE" arrival c.d.s. all on the front. Within a week of this letter's being sent, the P.O. had decided to end the Money Letter system completely in Britain as of the end of the month. 751 THE UNIQUE () 4d-POSTAGE PERIOD USAGE OF THE RED HANDSTRUCK "1" MARK OF LONDON (INSTEAD OF A RED HANDSTRUCK "4" MARK!); Exceptional 23rd Dec. 1840 E addressed to Portsmouth, with a mostly fine black "Woolwich EO/1py P Paid" mark and black pencil "paid 4" on the front; presumably Woolwich struck its 1d paid mark because it was in regular use for Soldiers' 1d Concession Rate covers and it was this P.O.'s only Paid mark; in transit through the London Chief Office, an octagonal "PD" d.s. was struck on the back, while a faint matching red London Chief Office "PAID" c.d.s. was struck on the front as well as the superb fancy RED HANDSTRUCK "1" MARK. The latter may have been struck in error for an (also unrecorded!) red Handstruck "4" mark; or maybe it was intended (in error, overlooking the m/s "Paid 4") to indicate that 3d more postage should have been payable, whereas Portsmouth P.O. was more sympathetic to the m/s "Paid 4" than London was. Whatever the explanation, this is the only example of a Red Handstruck Penny Prepaid mark of London that we have recorded during the Uniform 4d Postage Period ; an Important and very rare addition to the record. 754 EARLY LONDON "d31/2" CHARGE MARKING WITH UNUSUALLY CLEAR "PER QUESTA" ENDORSEMENT; 1st Feb. 1577 fine EL from "Bruggia" (Bruges in Belgium) "dal Winter" (forwarded by Winter) to Corsini in London endorsed "per questa" very clearly in the hand of the sender (the meaning of this unusual phrase is not yet certain), charged "d31/2" in the distinctive London Merchant Strangers' P.O. style. Fine example of the rare pre-1600 London postal charge for overseas mail. PHOTO - see plate no. 17 £150
755 RARE INTERNAL RYE TO LONDON 2d-CHARGE ON CORSINI COVER EX LYONS; Attractive 20th Feb. 1579 EL from "lion" (letter in French; the Italian filing note reads "di lione") to London but clearly sent via Rye in Sussex and charged 2d from there to London, with the rare endorsement "Pa[ie]z le port deux [denares] sterling" at the foot of the address. The Rye rates varied from 2d to 8d it seems (see enclosed p. copies), and a number of French covers such as this were clearly handed to internal English "posts" by ships' captains on arrival at Rye (which was the main port from Lyons at this date):- hence the 2d sterling inland charge. Few such inland rates were found on French (or any other) mail in the Corsini archives. Exhibition item. 756 RARE LONDON MERCHANT ADVENTURERS' "No.7-------4d" CHARGE ON DUTCH COVER ENDORSED "PER POST" ; Attractive 14th June 1597 EL (minor internal faults) from "Middelburgho" to Corsini in London with clear "per poft" endorsement on the front, and the distinctive "No.7------4d" annotation on the flap. The latter type of charge was found on only a very few Corsini covers and has been attributed to the Merchant Adventurers' Post rather than to the much commoner Merchant Strangers' Post. Rare. 757 BURLAMACHI LETTER TO ITALY WITH "FRANCO SINO A MANTUA" ENDORSEMENT ; June 1613 EL (one word of address affected by smudge) from "Londra" addressed to Corsini's two nephews and heirs "Neri e Filippo Corsini In Firenza"; having the rare postal annotation "franco sino a mantua" (prepaid only so far as Mantua) on the front. Such half-way endorsements are rare at this early date, but the senders clearly had influence with the Merchant Strangers' Post; they were Messrs. "Calandrini [and] Fil. Burlamachi" - Burlamachi was to become the British P.M.G. very briefly at the start of the 1640's, and he may have been in charge of the Italian merchants' postal system in London at this date. Rare markings and one of very few Burlamachi letters to have survived. PHOTO - see plate no. 17 £400

758 NON-BISHOP MARK OUTGOING MAY 1661 COVER EX LONDON - PREPAID BY EARL DURING SUSPENSION OF FRANKING PRIVILEGE; Fine 21st May 1661 EL from "Drury Lane" to Yoxall (Staffs.; "Leave this at the poft houfe in Litchfeild"), endorsed "pt pd 3" but with NO BISHOP MARK because they were not applied to outgoing letters from London prior to 1663 (see J.G.-T. article on p.26 of Cavendish's June 2000 "Barrie Jay" auction catalogue). The sender - the Earl of "Clare" - was entitled to free postage normally, but during the early days of the Restoration (29th Dec. 1660 to 24th May 1661), free mail was not sanctioned. The twin to Lot 2165 in Cavendish's "Barrie Jay" auction, and a rare cover posted only a month after the introduction of the Bishop Mark for letters addressed to London. PHOTO - see plate no. 17 £300

760 THE GREAT PLAGUE - 1665 BISHOP MARK COVER PREPAID TO LEICESTER; Fine 31st March 1665 EL (small hole near first word of address barely detracts) from "Graise Inn" (sic) addressed to "ye Rede Lyon in Leicester", endorsed "pd 3" with an 80% very fine "MR/30" London Bishop Mark on the side flap. Rare example of the Plague Year Bishop Mark on a letter written as the numbers dying in London began to escalate dramatically. 770 MAIL TO FRANCE ROUTED VIA BELGIUM; Attractive 19th Nov. 1782 EL from "London" to "Cognac" but sent by private means to Brussells and posted there with a very fine strike of the "D'A/B" mark in blue nicely placed on the front. This routing was caused by the hostilities between Britain & France during the American War of Independence, which did not end until the Treaty of Versailles in Jan. 1783. Rare so fine. 771 THE VERY RARE RED BISHOP MARK ERROR OF COLOUR ; 11th March 1785 EL to Lynn with v. fine red encircled London "POST/PAID" on the front, matching a mostly very fine RED "11/MR" BISHOP MARK on the top flap. (closed tear) on the flap; the latter is overwritten by m/s "Refused to pay the Postage " (!!), and there is a black (returned mail) local post d.s. alongside. 789 THE RARE "POSTCARDS TO THIS ADDRESS/CANNOT BE FORWARDED" MARK ON CARD TO CAPE COLONY; 2nd Dec. 1889 usage of the G.B. U.P.U. 1d brown Postal Stationery PC (slight stains) but addressed to "Riversdale, Cape Colony", uprated with a 1/2d vermilion cancelled by very fine "BATH/53" duplexes, but returned from London P.O. with an 85% strike of this rare instructional mark because Cape Colony did not join the U.P.U. until 1895!
