POSTAL REFORMS
134 EARLY & LATER POSTAL REFORMS: Miscellany incl. 1795 E with new London Abchurch Lane P.O. "C-O" mark in red, 1833 env. franked from Brandon by "R. Peel", 1845 (23 Aug.) "PICTORIAL TIMES" of London with illustration of the first U.S. stamp, 1858 & 1863 letters (no envs.) written and signed by Elihu Burritt and various items connected with the 1940 Centenary such as P.H.S. souvenir 1d black & 1d blue proofs and rare unused invitation to the 10th Jan., 1940 P.H.S. dinner. (43 items).[Ex Crabb]. £100
135 EARLY P.O. NOTICE (ITALIAN) SHOWING POSTAGE CHARGES BY DISTANCE & PER SHEET; c.1815 (wmk. "1814") large sheet (minor faults; folded to fit album-page) with coat-of-arms (Naples) at top, showing postage charged locally, up to 50 miles, 50-100 miles & over 100 miles - for single, 11/2-sheet (!) and double letters - both in Napolitan money and in Sicilian money. Good example of other European countries using this complex system so despised by Rowland Hill and other Postal Reformers. Dating from just after the end of Napoleonic influence in the area. Rare. £120
136 UNIFORM POSTAGE HANDSTRUCK "4" & "PAID/1" MARKS; Attractive 7th Dec. 1839 EL to Selkirk with v. fine black Edinburgh handstruck "4" mark (light crease) of the 3rd day of the 5-week 4d-Post Period; plus attractive 10th May 1840 E (of the First Sunday after stamps had been introduced) with a superb cash-paid red "PAID/1" mark of Marlborough on the front. Fine pair. (2 covers). £100
137 THE INTRODUCTION OF UNIFORM 1d POSTAGE - OFFICIAL P.O. LETTER REF. NEED TO PREPAY O.H.M.S. MAIL "FROM THE TENTH OF JANUARY [1840]"; Remarkable 6th Jan. 1840 EL (side-flaps removed but with full printed contents) addressed (partly printed) to "The Postmaster of Uttoxeter" and signed as "O.H.M.S." by "B. Churchill", the Surveyor of the Midland District at the time; sent Free and without postal markings because sent between P.O. staff within the country area. The printed letter reads as follows: "CIRCULAR. Sir, As all Letters posted at your Office on and from the tenth of January will be liable to the Postage Rate under the New Regulations, I must beg that in all cases when you have occasion to write to me, or to transmit Time Bills or any other Official Papers, you will be careful to put them under Cover, as I shall be required to produce such Covers, and transmit them to the General Post Office. I am, Yours truly, B. CHURCHILL ". Clearly the end of the Franking System caused unique problems for the P.O. themselves; this reference to recording postal charges with outer wrappers is new to us. An Important document (unique as far as we know) from the dawn of Uniform Penny Postage. PHOTO - ABOVE £500
138 THE INTRODUCTION OF UNIFORM 1d POSTAGE - BIG BUSINESS PLANS TO AVOID POSTAGE DUE FINES; Attractive 6th Jan. 1840 EL (printed contents from the Head Office of the "National Bank of Scotland" addressed to all bank branches) addressed to "Stromness" [Orkney Isles], endorsed "Under 1/2 Ounce" by the sender, with a superb Edinburgh Handstruck "4" on the front and a very fine 6th Jan. 1840 Edinburgh c.d.s. on the top flap; the letter has been cleverly folded for display, to show the dated heading inside alongside the address and postal marks.
The letter reads (in part); "In consequence of the reduction which takes place on the 10th instant in the Rates of Postage, I am requested by the Directors to communicate to you the following instructions, to be strictly observed at all the Bank's Branches ..." There follow 5 points; 1. "Weighing Machines" [i.e. letter-scales!] will be sent to all branches, so all letters should be made as light as possible, and all letters to other branches must be prepaid in future. 2. other business mail may be prepaid, but "when (as is anticipated) it becomes imperative to pay all Postages " all postage must be recorded and recovered from debtors where possible. 3. With Cheap Postage, all weekly returns etc. must in future be sent by Post (instead of "by Coach Parcels which are consequently to be discontinued "). 4. No private letters may be sent within Bank letters. 5.Inland Bills will from 10th Jan. 1840 be charged 1d (if discounted) or 2d (if a "Bill and Protest"). The letter is signed by the Bank's Secretary. Very rare insight into the effects of Cheap Postage on business, and a rare suggestion that prepayment was still expected to become compulsory! PHOTO - see plate no. 2 £500
139 MARCH/MAY 1840 ANTI-SUNDAY P.O. WORKING CIRCULAR; 1840 EL turned and re-used - from Edinr. (18th Mar. 1840) to Mid-Calder and back (8th May 1840; still no stamps available in Scotland!), each time with a red Handstruck "1" cash-paid mark - which is still intact with both address panels. The long printed contents are a series of questions from the "Scottish Society for promoting the due observance of the Lord's day", including 3 questions (nos. 8, 9 &10) regarding local P.O. practices on Sundays (with manuscript replies). Rare evidence of continuing attempts after 1839 to further reform P.O. practices. [This cover was featured in Gavin Fryer's recent book on Rowland Hill's diaries.] £100
140 An example of the Charles Whiting "For Protection Against Forgery" sheet printed by the Congreve and embossed methods. Some small faults but fine for this. PHOTO - see plate no. 11 £120
141 BOOKLET FORERUNNER - "THANKS TO ROWLAND HILL/FOR THE PENNY POSTAGE" STAMP-FOLDER; Unusual c.1845 embossed card folding stamp-folder (some toning), embroidered with these poignant words back & front in green cotton, having the original paper slip inside where stamps could be secured beneath a paper fastener, and a green ribbon at the hinge. Ideal Page One Item for any booklet collector and an unusual souvenir of Hill's Postal Reforms. PHOTO - see plate no. 11 £100
142 RARE O.H.M.S. "ROWLAND HILL" SIGNATURE; 31st Oct. 1862 stampless front (with seal-device and backstamp cut-outs beside contemporary notes affixed to reverse) addressed and signed by "Rowland Hill" himself with very fine (understandably!) red "OFFICIAL-PAID/LONDON N.W." c.d.s. above the address; "Alan Maclean, G.P.O., [London], W.C." Rare thus; few Rowland Hill O.H.M.S. signed items have survived. PHOTO - see plate no. 11 £75

148 LATE SCOTTISH PRINTED TAX OFFICE USAGE ALTERED TO "DOG TAX" CLAIM; 1st July 1842 usage of the A251 1d black Mulready EL (minor creasing) to Linlithgow cancelled by a fine black Falkirk Maltese Cross; the contents are a printed 8th March 1842 tax reminder headed "Stamp and Tax Office, Falkirk", but this has been crossed out and replaced with a manuscript reminder for the "reduced" Dog Tax of 8s-9d! Proof of the ignominious fate of the unpopular Mulready letter-sheets which even Government Tax Offices found hard to use up! Rare thus. PHOTO - see plate no. 10 £100

Very attractive. PHOTO - see plate no. 3 £150
