ROWLAND HILL's IMPORTANT 1837 "POST OFFICE REFORM" PAMPHLET (3rd ed.); Well-thumbed copy of this highly important work (toned title page with stain along left hand edge; pages 81-96 lacking from the appendices) with important contemporary manuscript notes. An ink note on the title-page says "Autograph note by R. Hill inside title page", but it is not Hill's handwriting in our opinion. The comments concern fears of re-use of the Postage wrappers being allayed by means of "some test" (by which some kind of indelible mark is indicated) that could be made using "Stevenson's [Patent] Paper". Further notes are written on pp.28/30 ref. cancellations and special paper with mention of; "The labour required [to mark the office of posting] may be done away with by our test [i.e. cancellation ]". Does this suggest that the anonymous author (possibly Henry Cole, William Ashurst or Charles Whiting) of these notes was angling for a contract to make cancellation devices A note on p.51 concerns no need for extra coaches, and a note on p.60 doubts a need for double sorting.
