1391 1918 4C ON 3C SCARLET SURCHARGE FRESH MOUNTED MINT. A fine example of this rare adhesive which was produced in January 1918 to remedy a shortage brought about by the raising of the inland letter rate. Note: In April 1918 nine million 4c stamps were printed obviating the need for overprinted adhesives and all the latter were packed in weighted boxes & sunk in the sea. Somehow a few survived.
